Ecuador terminates contract with China International Water & Electric Corporation

Corporación Eléctrica del Ecuador (CELEC) is a state-owned company engaged in the generation, transmission, distribution, commercialization, import and export of electricity. CELEC completed the construction contract for the civil works of the Toachi Pilatón hydroelectric project, signed on December 24, 2020, with China International Water & Electric Corporation (CWE).

The Toachi Pilatón hydroelectric project has encountered several problems since building began in May 2011. The Hidrotoapi Business Unit, which supervises and manages the project, identified failures in the civil works developed by CWE. The problems presented by the contractor included a lack of arguments, materials, inputs or methodologies to remedy non-compliance in the construction of the project; a lack of solutions on the cleanup of hazardous waste generated in the construction process; and noncompliance with the Environmental Management Plan.
