Province of Santa Cruz and Chinese fishing company Hong Dong sign an investment commitment

After Governor Claudio Vidal of Santa Cruz visited the People’s Republic of China in October 2024, a delegation from the Chinese fishing company Hong Dong traveled to Santa Cruz province. This visit took place on February 2, 2025, during which Governor Vidal, representatives from Hong Dong, and its Argentine partner, Hexarmona Capital, signed a letter of intent for an investment of USD 200 million.
The visit to Argentina was led by Governor Vidal, who accompanied the delegation from Hong Dong, including its president, Lang Pingyong; vice president, Lin Xianouai; and Jonatan Tor, head of Hexarmona Capital. During their tour, they were shown various production plants located in different port cities across the province—facilities that had already been introduced during the governor’s prior visit to China. Additionally, the delegation visited the provincial capital, Río Gallegos, where they were given a tour of the Montecarlo and Estancias de la Patagonia meatpacking plants, assessing their potential as future exporters of beef and lamb.
Following the visit, Governor Vidal successfully finalized an agreement in which both Hong Dong and Hexarmona Capital committed to investing USD 200 million to enhance the technological development and industrialization of the province’s fishing sector. Furthermore, plans are in place for the construction of an industrial fishing plant aimed at adding value to production, optimizing seafood processing, and ensuring a more efficient use of natural resources.Meanwhile, according to Lmnequen, this visit to Argentina was part of ongoing negotiations between the Argentine government and the Chinese embassy regarding the reactivation of two hydroelectric dams in the province. This large-scale project, which has been in operation for over a decade and is led by the Chinese company Gezhouba Group Corp, has been on hold for nearly a year. The suspension has created significant social risks in the region, particularly in the labor sector, as 3,000 jobs tied to the construction consortium remain on hold. In response to this situation, Governor Vidal pushed forward with the partnership with Hong Dong as a means of boosting economic activity in the province.
