Letter of intent for energy cooperation between Honduras and China was signed by GEIDCO and the Central American country

According to a report by the media outlet Hondudiario, within the framework of the “Energy Investment Promotion Forum,” the Secretariat of Energy of the Honduran government signed a letter of intent focused on developing energy cooperation with the People’s Republic of China, primarily in the areas of renewable energy innovation, storage, and power grid planning.
Representing the People’s Republic of China in this signing was the Global Energy Interconnection Development and Cooperation Organization (GEIDCO). On behalf of the Honduran government, as mentioned, the Secretariat of Energy participated, along with Erick Tejada, Minister of Energy, Salvador Moncada, Ambassador of Honduras to China, and Cristian Duarte, Minister of Finance.
At this forum, Honduran and Chinese authorities held discussions on the development and modernization of Honduras’s energy infrastructure. Additionally, potential investments by the Asian country in sustainable energy projects, such as hydropower and solar energy, were discussed.
In this regard, Cheng Zhiqian, Executive Secretary for Cooperation at GEIDCO, stated that some of the renewable resources in the Central American country are key to advancing energy cooperation between the two nations, and that the forum enables joint work between both countries.
Likewise, Xin Baoan, President of the China Electricity Council and of GEIDCO, noted that Honduras is currently heavily dependent on fossil fuels, which restricts energy consumption in the country. Therefore, the Chinese official believes that with this bilateral cooperation, the Central American nation will be able to develop its energy grids and further promote photovoltaic energy.
Similarly, Qiu Xiao, Special Representative of the Government of the People’s Republic of China for Latin American Affairs, emphasized that bilateral relations between Honduras and his country have developed rapidly, which reflects the steady commitment both nations have maintained in this international cooperation. He also mentioned the expectation of continuing to build the Belt and Road Initiative jointly with the Department of Agriculture, Science, and Developmental Energy.
For his part, the Ambassador of Honduras to China, Salvador Moncada, expressed that the vision of his country’s government regarding the energy sector is based on the principles of participatory, environmental, and social justice, with the goal of achieving an energy transition that benefits the Honduran people. He also highlighted that the alignment between the Honduran and Chinese governments regarding green transformation allows for a strategic partnership.
He further stated that “during the current administration, Honduras has developed 11 electricity infrastructure projects, expanding generation and transmission capacity with a historic public investment aimed at rescuing this sector.”. Additionally, the Honduran government expects to carry out a reform aimed at modernizing the infrastructure, increasing the State’s participation in electricity generation, and diversifying the sources of energy production.
It is known that the funds allocated to these transformations amounted to 1.6686 billion dollars during the years 2022 to 2025. However, additional contributions of at least 4.375 billion dollars are expected to be required for electricity transmission and generation between 2026 and 2030, making new financing necessary, which the People’s Republic of China could provide.
Last but not least, it is worth noting that during 2024, Honduran imports were valued at 96 million dollars, representing an estimated year-on-year increase of around 20%.
