Bolivia manages the Bi-Oceanic Railway Corridor initiative in collaboration with Brazil, Peru, and China

Bolivian President Luis Arce announced progress on the bilateral agenda with Brazil after meeting with his counterpart Luiz Inácio Lula da Silva during a Mercosur summit. Key topics included the Bi-Oceanic Railway Corridor and the construction of a binational fertilizer plant, both crucial projects for the region.

The Bi-Oceanic Railway Corridor, which will connect the Atlantic and Pacific Oceans through Brazil, Bolivia, and Peru, aims to significantly reduce international cargo transport costs and time. Initially shelved in 2020 under the administration of Jeanine Áñez, the project was revived by President Arce in 2021. Arce also noted that China offered financing for the railway during a bilateral meeting at the G20 Summit. Bolivia has pledged to work with Brazil, Peru, and China to achieve the necessary consensus and move the project forward.

Regarding infrastructure, Brazil already has an advanced railway network, needing only a connection to the Paraguay-Paraná Waterway. Bolivia’s required infrastructure is included in its 2021-2025 Economic and Social Development Plan. In contrast, Peru will need to start building its railway infrastructure from scratch.

As for the binational urea plant, the proposal involves using Bolivian natural gas to produce fertilizers exclusively for the Brazilian market, an idea that was well-received by the Brazilian delegation. Other topics discussed included the generation and export of electricity and the improvement of bilateral trade. These initiatives aim to strengthen regional cooperation and promote joint economic development between Bolivia and Brazil.
