The Director of the Central Intelligence Agency (CIA) of the United States, William Burns, arrived in Buenos Aires to meet with Argentine President Javier Milei, his Chief of Staff Nicolás Posse, and the Head of the Argentina’s Federal Intelligence Agency (AFI), Silvestre Sívori, where China’s growing influence in Latin America has become an increasing concern. This visit highlights the desire from both parties to strengthen cooperation in intelligence and security issues amid an increasingly complex geopolitical landscape.

Burns is an experienced diplomat whose career has led him to serve under multiple presidential administrations, from George Bush to Joe Biden. Known as the “secret weapon of US diplomacy,” Burns has played key roles in global crisis situations and is widely recognized for his understanding of international affairs.

Concerns over China’s influence in Latin America span various areas, from infrastructure investments to participation in key telecommunications tenders. China’s presence in the region has raised concerns about its impact on regional security and stability, as well as economic and technological competition. President Milei himself has been an outspoken critic of China and their presence in Argentina and Latin America.

The collaboration between the United States and Argentina seeks to address these challenges jointly, as well as counter the incursion of the Russian Kremlin in the technological sphere. The exchange of information and coordination in security matters has become indispensable in a scenario where transnational threats require joint and effective responses.

Furthermore, Burns’ visit underscores the shift in Argentine foreign policy under President Javier Milei’s leadership, which closely aligns with U.S. interests. The presence of the U.S. Ambassador, Marc Stanley, and a delegation of American officials during the closed-door meeting underscores Washington’s continued commitment to this bilateral relationship, contrasting with the ambivalent stance expressed by the previous administration of Alberto Fernández, marking a new chapter in Argentine bilateral relations.

Burns’ visit to Buenos Aires not only strengthens cooperation in intelligence and security between the United States and Argentina but also underscores the need to jointly address China’s growing influence in Latin America and the global challenges it presents.
